Best HR software in Pakistan (2026): an honest list

Seven HR and payroll systems a Pakistani software house or agency might shortlist, with prices read from each vendor’s own site and one honest limit each.

Updated 8 min read

The words “Best HR software in Pakistan, 2026” beside the HRMS logo.

Ask ten founders of Pakistani software houses which HR system they use and most will name a spreadsheet, a biometric device in the corridor and an accountant who knows the tax slabs. The software they move to next has to do the same three jobs: keep the people records, turn attendance into a salary sheet, and withhold the right income tax and EOBI every month. This is a shortlist of seven systems such a company — an IT firm or agency of 10 to 200 people — would realistically look at, with what each one does well and where each one stops.

What a Pakistani team needs from HR software

A product built for the US or UK can hold employee records perfectly well and still be no use on the 1st of the month. Before comparing vendors, check these five things, because they are where Pakistani payroll differs:

  • Salary tax on the FBR slabs, withheld monthly as a share of a projected annual liability, and updated when the June budget changes the table. Our guide to payroll in Pakistan sets out this year’s slabs and how withholding is worked out, and the salary tax calculator checks a single salary.
  • EOBI, which is charged on the minimum wage rather than on each person’s pay, and provincial social security where it applies.
  • Final settlements — the last salary, leave encashment, loan recovery and any gratuity in one statement when someone leaves.
  • Biometric devices. Most offices already own a fingerprint or card machine; the question is whether the software reads it directly or imports its export.
  • Rupee pricing and a quote you can compare. A dollar per-employee price looks small until it is multiplied by headcount, twelve months and the exchange rate.

1. Orbiz: hiring, attendance and payroll on one record

Orbiz is all-in-one business software, and three of its ten tools cover HR. HRMS holds employee records, departments and reporting lines, runs hiring from a careers page on your own subdomain through AI screening and interviews, and handles onboarding, probation and offboarding as workflows. AMS records browser clock-ins and imports biometric exports, and keeps leave and timesheets. Ledgr builds the salary sheet from that attendance, applying the FBR salaried slab table and EOBI as settings your finance team enters and updates each budget, plus loans, claims, a tax deposit register, annual certificates and final settlements.

  • Suits: software houses and agencies that hire often and want hiring, attendance and payroll to share one employee record, with projects, files and passwords on the same login.
  • Pricing: one flat price per organisation for unlimited members, set by headcount band and published in US dollars — from $99 a month for up to 10 people on annual billing. No free plan, though there is a free trial organisation.
  • Honest limit: AMS has one organisation-wide leave policy with fixed leave types and single-step approvals, no GPS clock-in, and the biometric link is a file import, not a live connection. The mobile app is not out yet.
  • Where others beat it: PayPeople and SmartHCM have mobile apps and direct device connections today, and Zoho People has custom leave policies.

2. PayPeople

PayPeople describes itself as cloud HR and payroll software for Pakistan, and its payroll page says the module applies the current FBR tax slabs and EOBI and produces reports for FBR filing. The pricing page lists three plans — Attendance, Growth and Enterprise — each with unlimited users, billed annually in PKR excluding taxes.

  • Suits: companies that want a Pakistani payroll vendor with a mobile app and a live ZKTeco device integration.
  • Pricing: the pricing page shows no figures; every plan says “Contact Sales”.
  • Honest limit: payroll, final settlement and loans are not in the entry Attendance plan, and recruitment and performance only arrive on Enterprise, so the plan you need may be the top one.
  • Better than Orbiz at: a self-service mobile app on Android and iOS, ZKTeco integration, and add-ons for GPS location tracking, geofencing and a learning management system.

3. WebHR

WebHR is the only local-market option on this list with a price on the page: $2 per employee per month for the base modules, with a slider up to 1,000 employees and a saving for yearly billing. Its Pakistan page says the payroll module covers income tax under the Income Tax Ordinance, EOBI contributions and provincial social security.

  • Suits: a small team that wants to sign up today, see a dollar figure and switch modules on as it grows.
  • Pricing: $2 per employee per month for the base. Payroll is an add-on listed at $2.00 and recruitment at $0.50; the page does not restate the unit beside them, so confirm they are per employee.
  • Honest limit: the price is in dollars and per employee, so the bill rises with every hire and with the exchange rate. If the payroll add-on is per employee too, it doubles the headline figure.
  • Better than Orbiz at: a free sign-up you can try without speaking to anyone, and a lower bill for a small team that only needs HR.

4. SmartHCM

SmartHCM is a Karachi-based HR and payroll system with, by its own count, 23 modules. Its payroll page describes slab-based income tax with tax slips, loans and funds such as gratuity, and its FAQ says it connects to ZKTeco machines through an API and integrates with SAP, Oracle, Microsoft Dynamics 365 and Odoo.

  • Suits: larger or multi-site employers, hotels and field teams that need geofenced mobile attendance and an ERP connection.
  • Pricing: no pricing page; the old pricing address redirects to the home page. Pricing on request.
  • Honest limit: the payroll pages talk about slab-based tax but do not mention EOBI or provincial social security, so ask how they are handled before you sign.
  • Better than Orbiz at: a mobile app with geofencing and live location, a direct ZKTeco connection and ERP integrations.

5. FlowHCM

FlowHCM, from Impetus Systems, is an HCM suite with offices in Karachi and Lahore. Its payroll page lists multiple salary structures, weekly or monthly disbursement and “tax slab with complete tax report as per government format”; the attendance page covers rosters and multiple shifts from mobile, tablet or computer.

  • Suits: organisations of 50 people or more — the pricing page says FlowHCM works for companies from 50 to 10,000+ employees.
  • Pricing: a quote that includes licence fee, implementation fee and support, based on headcount, modules and whether it runs in the cloud or on your own server.
  • Honest limit: a 15-person agency is below the size it says it is built for, and an implementation fee is a cost the per-employee cloud products do not charge.
  • Better than Orbiz at: deployment on your own server, and shift rosters.

6. Zoho People

Zoho People is the cheapest product here with a published price. Read from Pakistan, the editions run from Essential HR at $1.25 to Enterprise at $4.50 per user per month billed annually, with Professional at $2, a five-user minimum on paid editions and a free edition for up to three users. Zoho shows prices by region, so a visitor elsewhere may see higher figures.

  • Suits: companies already on Zoho Mail or Zoho Books that want records, leave and attendance cheaply.
  • Pricing: per user per month, as above.
  • Honest limit: payroll is a separate Zoho product, and Zoho Payroll’s own page lists editions for the GCC, Canada, India and the USA — not Pakistan. You would still run the salary sheet somewhere else.
  • Better than Orbiz at: custom leave types and policies, rosters, a free edition, and a learning management system. We compare the two in detail in Orbiz vs Zoho People.

7. BambooHR

BambooHR is a well-known HR system for small and mid-sized companies, with records, hiring, onboarding, time off and performance. Its pricing page lists Core at $10, Pro at $17 and Elite at $25 per employee per month, or a flat $250, $425 or $650 a month for companies of 25 or fewer.

  • Suits: a Pakistani team that is part of a US company and already runs payroll elsewhere.
  • Pricing: as above, in dollars; the flat small-company rate means a 15-person team pays at least $250 a month for Core.
  • Honest limit: BambooHR Payroll is designed for US-based employees, with US federal, state and local tax filing. It does not run Pakistani payroll.
  • Better than Orbiz at: 360° reviews, benefits tracking and custom reporting. See Orbiz vs BambooHR.

Also considered: Keka and Paismo

Keka is a strong HR and payroll product, but its payroll is built around Indian statutory rules — PF, ESI, TDS and Form 16 — and its pricing page shows plan features with no figure. For a Pakistani salary sheet it is the wrong fit; the details are in Orbiz vs Keka. Paismo sells HR and payroll software, but its site leads with employer-of-record services, publishes no price and does not say on the pages we read how Pakistani tax or EOBI is handled, so we left it off rather than guess.

How to choose between them

  1. Run last month’s payroll in the trial. Take three real employees — one new joiner, one with an increment, one leaver — and compare each line to what your accountant produced. The annualised tax is where systems differ; how annualised withholding works explains what you should see.
  2. Ask who updates the slabs in June, how quickly, and whether you can edit them yourself if the vendor is late.
  3. Bring your biometric export. A live device connection is convenient; an import is fine if it maps each device PIN once. Either way, test it with a month that has a night shift, as in our note on biometric imports.
  4. Get every quote at the same headcount, in rupees, for twelve months, with payroll and recruitment included. A per-employee price and a flat price only compare once both are multiplied out.
  5. Count the other tools. If the HR system does not cover projects, files or passwords, those are separate subscriptions — the theme of the hidden cost of eight SaaS subscriptions.

FAQ

Questions this post gets asked

Which HR software in Pakistan publishes its price?

Of the systems on this list, WebHR ($2 per employee per month for the base modules), Zoho People (from $1.25 per user per month, read from Pakistan) and BambooHR (from $10 per employee per month) publish figures, and so does Orbiz (one flat price per organisation, from $99 a month). PayPeople, SmartHCM and FlowHCM quote on request. Prices were checked on 2 October 2026.

Does HR software in Pakistan handle EOBI and income tax?

The local vendors say so on their own pages: PayPeople and WebHR name both FBR income tax and EOBI, and Orbiz’s Ledgr applies the FBR salaried slabs and EOBI as editable settings. SmartHCM and FlowHCM describe slab-based tax without mentioning EOBI. Zoho Payroll’s page does not list Pakistan, and BambooHR Payroll is for US-based employees.

Is a flat price better than a per-employee price?

It depends on headcount and growth. A per-employee price is cheapest when you are small and stable; a flat price per organisation stops the bill rising with each hire. Multiply every quote out to twelve months at your planned headcount, in rupees, before comparing.

Can I keep using my biometric attendance machine?

Usually yes. PayPeople and SmartHCM say they integrate with ZKTeco devices directly; Orbiz’s AMS imports the device’s exported file and maps each device PIN to a member once. Test it with your own export before you commit.
