What is WPS in the UAE?

Wages Protection System

WPS, the Wages Protection System, is the electronic system through which private-sector employers in the UAE pay their workers’ wages. Salaries are transferred through banks, financial institutions and exchange houses approved by the Central Bank, and the Ministry of Human Resources and Emiratisation (MOHRE) uses the record to check that each worker was paid the amount, and at the time, their contract sets.

Who has to pay through WPS

Every establishment registered with MOHRE pays wages through WPS or another system the Ministry approves. A short list of activities is exempt — banks, houses of worship, and fishing boats and taxis owned by nationals among them — and so are some workers: new employees in their first 30 days, workers on documented unpaid leave, and workers whose wage complaint has gone to court.

The system covers the private sector under the UAE Labour Law on the mainland and in most free zones. MOHRE has also made it mandatory for some domestic-worker occupations.

The salary information file

Each payroll run reaches WPS as a salary information file, the SIF: the list of employees and the amount to pay each one, uploaded to and accepted by the system alongside the transfer of funds. The Central Bank’s rules make the bank, exchange house or other agent responsible for training employers on the SIF format, which is not published as a public specification.

What the employer controls is the data behind the file. A worker counts as paid only when they receive at least 80% of their contract wage, with proof of any deduction, so the salary sheet, the registered contracts and the file have to agree.

When wages count as late

Wages fall due on the first day of the month after they are earned, or on the date the contract sets, and the employer is late if they are not paid within 15 days of that date. MOHRE then escalates: reminders, and from the seventeenth day no new work permits for the establishment. The UAE payroll guide sets out the rest of the escalation and the compliance threshold.

WPS and Ledgr

Ledgr does not produce the SIF; the bank or exchange house you pay through builds it from the salary sheet. What Ledgr holds is the sheet itself, with each employee’s bank account or IBAN on their pay profile, and a run is marked paid with its bank reference, so the transfer and the payroll can be matched line by line.

More questions about WPS in the UAE

Is WPS mandatory for every company in the UAE?

For establishments registered with MOHRE, yes, unless the activity is on the exempt list, such as banks and houses of worship. Some individual workers are also exempt, including new employees in their first 30 days and workers on documented unpaid leave.

Who prepares the SIF for a WPS payment?

The employer supplies the data, and the bank, exchange house or other WPS agent supplies the format and is responsible for training the employer on it. In practice the agent provides a template or builds the file from the salary sheet.
