What is SANED?

SANED is the unemployment insurance scheme for Saudi workers covered by social insurance, run by GOSI as the unemployment branch of social insurance. Employer and employee each pay a small, equal share of the employee’s contributory wage every month, and a covered worker who loses their job can claim a benefit from the fund while they look for work.

Who SANED covers

SANED applies to Saudi employees who are subject to the social insurance system. Non-Saudi employees are not covered, which is why their GOSI contribution is the occupational hazards branch alone.

GOSI reports that the scheme has paid unemployment benefits since it began in 2014, and that during the pandemic it also supported Saudi workers at affected establishments to keep their jobs.

The SANED rate

From 1 January 2022 the rate is 0.75% of the contributory wage from the employer and 0.75% from the employee. Before that it was 2%, split equally. GOSI said the cut followed its periodic review of the fund and did not change the benefits owed to current or future claimants.

The new Social Insurance Law keeps the rate at the same level for workers registered under it, so the SANED line on a payslip is the same whichever law an employee falls under — unlike the annuities line, which differs.

Where SANED sits in a payroll

SANED is charged on the same contributory wage as the rest of GOSI — basic wage, housing allowance and commission, up to SAR 45,000 a month. In Ledgr it can be its own scheme with an equal share on each side, applied only to the pay group for Saudi staff, so it never reaches an expat’s payslip. The GOSI calculator shows the SANED line beside annuities and hazards.

More questions about SANED

How much is SANED deducted from salary?

Since 1 January 2022 the employee pays 0.75% of the contributory wage and the employer pays another 0.75%. The contributory wage is the basic wage, housing allowance and commission, capped at SAR 45,000 a month.

Do non-Saudi employees pay SANED?

No. SANED covers Saudi employees only, so nothing is deducted from a non-Saudi employee’s salary for it and the employer pays no SANED contribution for them.
